Refit ships are available at shipyards where they can be purchased for Dilithium. Further ships can be purchased for Dilithium and one ship can be earned via a mission reward. One starship is granted each tier as the character levels via a Rank-Up Ship Token given at levels 10, 20, and 30. While levelling, lower level ships ranging from Tier 1 to Tier 4 are available at the faction's shipyards. ‡ Miracle Worker starships have an extra universal console slot. The trait is completely useless otherwise, though, and it's really better to get via the Malem (and the Romulan starter featuring that ship).† Raiders with a Commander Universal bridge officer station have one fewer bridge officer ability than other starships of the same tier. The Valiant offers a pretty must-have trait for anyone who's in love with Cannon Scatter Volley. The Gagarin has a fun trait for when you don't stick with the conventional wisdom of energy or torpedos, but tbh for a more inexperienced player, the ship's probably more worth it because it's a pretty good ship. The Andorian Chimesh (or Dewan Ikkabar) with Improved Gravity Well is a must-have for Science space magic, but kinda meh otherwise. The Arbiter (or Romulan Morrigu) has a meta trait for energy builds (just make sure you're actually using Emergency Power to Weapons). Pretty much everything else is build-dependent, but some likely candidates: It's trait does lose some luster on a space magic/torpedo build, but it's more interesting as a potential long-term ship than the Narendra imo.
The Cardassian Intel Flight Deck Carrier is also a fairly can't-go-wrong option. The most can't-go-wrong suggestion is technically the Narendra, because no matter what you're doing, History Will Remember will make solo content easier.
There is no the best three ships, because it depends on what exactly you're looking for build-wise.
